There Must Be Zero Tolerance for Rape In State Legislation! Aid in repealing Criminal and Civil Statutes of Limitations on Rape for ALL PERSONS of ALL AGES.

The Connecticut statutes of limitation deprive victims of rape and carnal abuse crimes of their constitutional rights. Specifically, No Statute of Limitations alleges that they deprive them of their substantive due process, procedural due process, and equal protection. Laws that do not address civil rights, which are human rights, allow discriminatory policies to continue, subsequently denying countless victims access to resources and allowing untold numbers of hard-core criminals to escape justice. Statute limitations on rape laws are not just legal loopholes, they are a vast abyss in which predators go free and are permitted to continue preying on and committing crimes against new victims.

The fact that Connecticut laws are so ill-equipped to actually protect rape victims in realistic scenarios and also force a victim seeking justice to endure an overly burdensome process is an embarrassment of the state. Any legislator who does not support policy that encompasses human rights is not tough on crime. Any legislator that is not strong on public safety and public health is not upholding the best interests of the community they are elected to represent.

There are 39+ million citizens in the United States who have been victims of rape and carnal abuse, the statistics are at pandemic proportions in the United States. Yet violence against women and girls remains one of the most under punished crime in the United States.

The overwhelming majority of rapists are recidivists, equaling many victims over the course of a perpetrator’s lifetime. Statute limitations on rape disables society from rightful protection against offenders. Rape is a societal problem, a public safety issue, a public health hazard, and a mental health issue. The results of these heinous crimes devastate the victim’s quality of life; prohibits them from fully participating in life; and significantly depletes victim, family, and taxpayer resources. Additionally, dealing with law enforcement and the state’s legal process can often revictimize a claimant.

Rape victims are three times more likely to suffer from depression, six times more likely to suffer from post traumatic stress disorder, 13 times more likely to abuse alcohol, 26 times more likely to abuse drugs, and four times more likely to contemplate suicide.

Overhauling the legal definition of rape to include all persons of all ages and fully repealing the statute of limitations on rape laws are the first steps to combating this heinous crime. Prosecuting to the fullest extent of the law is another. There is no statute of limitations on murder and there should be no statute of limitations on the heinous crimes of rape and carnal abuse.

No reasonable moral or legal arguments exist that should disable a victim’s civil right to seek justice against their assailants in the state’s criminal and civil court processes for life altering violent crimes. With the exception of murder, rape is the most serious violation of a person’s physical, emotional, and spiritual self that any person can experience.

The time for restorative justice is now. Connecticut has an opportunity to become a model state in the area of crime, public safety, and mental health laws, breaking an outrageous cycle of horrific violence. No Statute of Limitations prays that the honorable Connecticut State Legislature fully repeal the Connecticut Criminal and Civil Statutes of Limitations on Rape.
