Laws protect people's property and owners are responsible for the well being of their living property as per APHIS (Dept of Agriculture).  

Authorities in New Britain, Connecticut, have arrested Angela Caffrey for animal cruelty after they were alerted by an individual who claimed that the young dog was being abused. A neighbor informed the police that it sounded like the dog had been slammed against the wall; constant crying from the abused pup was also heard.

Caffrey informed the police that her boyfriend, 25-year-old Quamane Cherry, had been entrusted with Hope's care - she claimed that she believed that her dog was injured because of a fall from a bed and noted a lack of funds for her failure to have the dog seen by a veterinarian.

A veterinary exam revealed Hope's many injuries, including lung contusions, broken bones in her face and a broken leg and hip.

Please help sign this petition to help the circulation and bring it to the attention of the proper parties to uphold the legal definition of "well being".  Thus make parties responsible and not be allowed to torture and increase suffering to animals.
