Connect SR 442 to SR 415: A Hurricane Evacuation Route for Southeast Volusia
The Issue
No Road West: Edgewater Needs a Way Out Before Deering Park Traffic Hits
If a hurricane comes at us from the east, every road out of Edgewater goes north or south first, straight into another city's traffic. Deering Park starts adding thousands of homes in 2027. There is still no road west.
To the Volusia County Council and River to Sea TPO: Study a road connecting SR 442 in Edgewater west to SR 415 in Osteen, and put it on the TPO priority list now.
Deering Park broke ground in 2025. The first homes arrive in early 2027. At full buildout that is about 20,000 more cars and roughly 90,000 more trips a day on our roads.
Deering Park is happening. The question now is simple. Do we let that traffic land on us, or do we make the developer and the county plan for it?
Right now there is no plan. The developer runs Williamson north and south to 442. Nothing goes west. The TPO's 2026 road list has nothing to fix it. All that traffic lands on 442, US 1, I 95 and SR 44.
A road from SR 442 west to SR 415 gives that traffic somewhere else to go, and gives us a way out when a storm comes.
What I hear most:
"A road brings more building." The land west of 442 is under 46,000 acres of permanent conservation easements. It can't be developed. There is nothing to open up.
"Flooding." It must pass a full environmental study and a Water Management District permit. By law it can't make flooding worse.
"Orlando beach traffic." They already have 44 and 46. This road takes them out of their way.
"They'll take people's land." It is privately owned tree farm, not neighborhoods. Florida law pays owners in full, plus their lawyers.
"Just widen 442." That still dumps everyone onto the same roads. We need a second way out.
"Maytown Road already goes west." It starts in Oak Hill, more than 10 miles south. Nobody in Edgewater drives 10 miles south to go west. Edgewater still has nothing.
"Not yet." The homes arrive in 2027. Roads take years. "Not yet" is already late.
Deering Park is coming either way. We can refuse to let it bury us in traffic. Study this road before the traffic shows up, not after.
