Animal abuse and neglect are not only cruel to the animals but can also be an early indication of a truly violent and dangerous person who will be escalating their activities.  It is too easy now for any kind of person to continually obtain innocent animals, but when a perpetrator is found guilty of an offence against an animal, I think most people would like to see that person have to stay registered as an animal offender for the rest of their life. This issue is a prominent crime all around the U.S., and we need to start tracking the offenders.
