

End Violence Against Women International -- EVAWI -- unveiled its controversial Start By Believing campaign in 2011. With the help of millions of dollars in Department of Justice support, Start By Believing concepts have been taught to many thousands of detectives, campus investigators, and other legal personnel.
"Start By Believing" means exactly what the words say -- the Investigator should start with a presumption of the truthfulness of the complainant's statements, and work from there. Presumably, if the evidence points to a false allegation, or a different suspect, the investigator should "follow the evidence."
But earlier this week, EVAWI put out an email that dramatically expands the SBB concept. According to an unnamed officer's testimonial, "every time there were things that were strange or didn't make sense, I would look at my bracelet and BELIEVE." -- see attached image.
In other words, even if the complainant's statements contradicted other witness statements, her own previous testimony, or even forensic evidence, the answer is a simple-minded: "look at my bracelet and BELIEVE."
"BELIEVE." Does this sound like a guide how to conduct an objective, honest, and impartial investigation? Or is it more like a religious article of faith?
