American workers deserve a fair opportunity to compete for jobs in their own country. H.R. 8443, the "End H-1B Visa Abuse Act of 2026", would pause new H-1B visa issuance for three years and make major reforms before the program resumes. 

The bill would:

*Reduce the annual H-1B cap to 25,000 visas. 
*Limit H-1B status to a maximum of three years. 
*Require employers to pay a $100,000 fee for each H-1B petition, including a petition to change employers. 
*Require H-1B jobs to pay at least $200,000 per year. 
*Require employers to certify that qualified, willing and available American workers cannot fill the job. 
*Require employers to certify that hiring an H-1B worker will not lower the wages or working conditions of similarly employed U.S. workers. 
*Prevent employers from using the program if they laid off workers during the previous 12 months or plan layoffs during the following 12 months. 
*Replace the random H-1B lottery with a system that gives priority to the highest-paying jobs. 
*Prohibit H-1B workers from working for multiple employers at the same time. 
*Prohibit staffing agencies and third-party employment firms from sponsoring or placing H-1B workers. 
*Eliminate employment authorization for many foreign students and trainees, including Optional Practical Training. 
*Restrict temporary visa holders from changing immigration classifications or obtaining permanent residence while remaining inside the United States. 
*Prohibit federal agencies from sponsoring or employing nonimmigrant visa holders, either directly or through federal contracts. 

These reforms would make employers demonstrate a genuine need before bringing in temporary foreign labor and would discourage companies from using visa programs as a source of less expensive or replaceable labor.

We call upon the House Judiciary Committee and Congress to: 

1.  Hold a public hearing on H.R. 8443. 
2. Conduct a committee markup. 
3. Bring the bill to the House floor for an open, recorded vote. 
4. Put the interests, wages and employment opportunities of American workers first.
