Create a Law with the idea that "When death occurs by way of Police Officer, whether or not it was justifiable, an outside agency needs to be the one to investigate the death". No more self-investigations by Police Agencies.

The Issue
My father Daniel Satre was killed by 6 police officers. He was having some sort of mental breakdown in which he was outside his home yelling for help and the police were called. They showed up and immediately tried to arrest him without an attempt of trying to help him.
My father was tased multiple times to which the officers claim "he ripped the prongs out of his body". Standard Issue tasers are 50,000 volts of electricity. 50,000 volts overrides the central nervous system and direct control of all muscles. This brings the person tased to the ground regardless of pain tolerance or mental focus.
My father's face was unrecognizable. My family had to look at his leg tattoo to make sure who we were looking at. Many bones were broken, including his nose, ribs and all of his fingers. His ears had been physically ripped off of his body and sewn back on. And his eyes had to be put back in his head. His bruising was bleached and 5 viles of fluid had to be removed from around his eyes. His body was hidden from my family and we were not allowed to identify him. Only after he was sent to a funeral home and "worked on" were we allowed to see him. We were not given the chance to have an independent autopsy because his injuries were worked on and he was cleaned up.
The grand jury deliberated in secret without the family ever knowing. I was never interviewed by anyone for the grand jury and I was a witness. In the midst of my father's attack, he called me from his cellphone and I heard the interactions between officers and my father including my father yelling "you're killing me!".
Only some witnesses were interviewed for the grand jury. The witnesses who saw it start to finish and used words such as 'brutality' or 'beaten' were not asked to be interviewed for the grand jury hearing.
We asked the District Attorney in this case how the investigation was carried out and she said the departments carried out their own investigations. We clarified what that meant and she let us know, these departments investigated themselves and found they did nothing wrong. These officers literally beat the life out of my father and did not even get a slap on the wrist. They weren't even suspended pending an investigation, they literally received nothing. What's to stop them from ever doing it again?
This is why I ask for accountability. I ask for a law to go into affect that states "When death occurs by way of Police Officer, whether or not it was justifiable, an outside agency needs to be the one to investigate the death". No more self investigations by Police Agencies.
