Amend 18 U.S.C. §2340A. Torture Statute to Include Torture Conducted in the USA

Admending 18 U.S.C. §2340A statute is important to me because of my personal experience. However, more importantly there are a large number of people who are being tortured in this country with no touch technology ("EMF"), chemicals, stalking, brakeline cut, interference with communications and destroying our reputation and employment opportunities just to name a few. In my case, I attempted to settle a patent claim and made two departments of the government angry when I discovered uses of the patent when they had previously denied uses. My life thereafter became difficult. However, as bad as that was and is, because aspects of it is ongoing, the frustration over the fact that the criminal torture statute applies to those who are tortured outside of the United States but does not apply to those of us who are tortured in the country is papable. If anyone should be protected by the criminal statutes from those who resort to torture just because they have the means to destroy your life, it should be American Citizens who are tortured within the shores of the land of the free and the home of the brave not because they are believed to be enemy combatants but because someone with the power decides to abuse it because there are no criminal consequences to it statutorily. I can't get back what I have lost over the going on 8 years but with your help, I can try to make it better for others by insisting that America live up to it's great ideas of liberty and freedom. There must be a criminal statute such as the Admendment proposed to stop the torture of American citizens for exercising free speech, availing themselves of the civil processes, and protesting against government actions and other activity protected under the Constitution.
This is the paragraph of the current statute that we would like to amend.
(a) Offense.-Whoever outside the United States commits or attempts to commit torture shall be fined under this title or imprisoned not more than 20 years, or both, and if death results to any person from conduct prohibited by this subsection, shall be punished by death or imprisoned for any term of years or for life.
To state the following:
(a) Offense.-Whoever commits or attempts to commit torture shall be fined under this title or imprisoned not more than 20 years, or both, and if death results to any person from conduct prohibited by this subsection, shall be punished by death or imprisoned for any term of years or for life.
The change is simply removing "outside the United States" but for those of us who have experienced what the inclusion of those four words has allowed in terms of pain and suffering, loss of life, liberty and property, embrassment, alienation from family and friends, job loss, loss of reputation, electronic bullying by artificially placing every derrogatory information they can find on Google to discredit you. In my case having social security to misplace the fact that I worked for a company to deny pension benefits and so many other things that are not befitting of a great nation. Please sign this for the many of us who suffer with no one in government willing to step in and stop the assaults in the past administrations.
