Petition to Place a Hold on the Conditional Use Permit Vote for St. Philip Phan Van Minh Catholic Church

We, the undersigned residents of the City of Orlando and the surrounding neighborhoods near 15 West Par Street, respectfully request that the City of Orlando place a temporary hold on the upcoming Conditional Use Permit (CUP) vote for St. Philip Phan Van Minh Catholic Church that is scheduled for Nov. 18th at 9:00am.

Our request is based on the concern that residents and affected property owners were not properly notified of the proposed CUP application or the associated public hearing process. Many community members have only recently become aware of the proposed action and have not been given a fair opportunity to review the plans, understand their potential impact, or provide meaningful input.

The City’s established planning and permitting procedures emphasize transparency, accessibility, and community participation. Proceeding with a vote without adequate notice undermines those principles and prevents stakeholders from engaging constructively in the process.

We therefore respectfully request that the City of Orlando:

1.  Place a hold on the Conditional Use Permit vote for St. Philip Phan Van Minh Catholic Church.

2.  Provide sufficient public notice to nearby residents and property owners.

3.  Schedule a new opportunity for public comment and community discussion before any further action is taken.

This request is not made in opposition to the church or its mission, but rather in support of due process and fair community engagement — key values that help maintain trust between residents and the City.
