The Issue

Cypress residents south of 290 need another reliable north-south connection to US 290. We are asking Harris County to advance the Mound Road–Mueschke Road connection and complete Mueschke access to the US 290 frontage road, including the railroad crossing.

Growth is continuing before the road network is complete

Prologis Legacy Point developement near US 290 and Fry Road. Prologis describes the project as a 350-acre industrial development with capacity for up to 5 million square feet of industrial space. One building currently under development is approximately 1,002,406 square feet, with 188 dock-high doors and 227 trailer parking spaces.

Another 440,370-square-foot warehouse project at 13410 Mueschke Road was registered for construction beginning in 2026.

Industrial development can bring jobs and economic activity to Cypress. But that growth also makes adequate transportation infrastructure increasingly important. Additional truck, employee and service traffic should not be added to an already constrained network without completing the roadway connections needed to support it. This would also support the warehouses and I'm sure we could get their support.

There is already another important Cypress road effort
We recognize and support the community effort seeking completion of the missing Mason Road segment between Bridgeland and Dunham Pointe. That connection would provide another important mobility improvement and help reduce pressure on Fry Road.

We are asking Harris County to:

  1. Complete the Mound Road connection eastward to Mueschke Road.
Complete Mueschke Road north to the US 290 frontage-road system.
  2. Finalize the required railroad-crossing solution and coordinate with TxDOT and Union Pacific.
  3. Publish a project schedule with clear design, funding and construction milestones.
  4. Evaluate near-term improvements at Mound Road, House Hahl Road and Fry Road while the permanent connections are developed.

Harris County is already constructing another north-south connection at Greenhouse Road and US 290, and that project demonstrates what can be accomplished through cooperation among Harris County, TxDOT, H-GAC, HCTRA, local MUDs and other partners. That approximately $76 million project broke ground in 2026 and is currently expected to be completed around late 2028 or early 2029.

That project is important, but Cypress should not have to depend on a single additional crossing to address the mobility demands created by continued residential and industrial growth.

Complete the network—not just individual pieces

Harris County is already investing in Mound Road. County records show Commissioners Court will discuss the construction of Mound Road Extension Segment 2 from Greenhouse Road toward Cypress Drive, on October 15.  However, this is on the other side of SH 99 and will not help the congesting inside SH 99.

The next question should be:

How do we complete the network so residents can actually reach US 290 without continuing to funnel traffic through the same overloaded intersections?

We ask Harris County, TxDOT and the appropriate railroad stakeholders to work together now on a funded plan for the Mound–Mueschke–US 290 connection.

Growth is already here. The transportation infrastructure needs to catch up.

Please sign this petition if you support evaluating, funding and completing this additional connection to US 290. Please also upload your images of your congestion stories.
