Honoring 53 Years of Philanthropy in Action
We’re deeply grateful to longtime partners at Hawaiʻi People’s Fund, celebrating 53 years of CHANGE, connection, and community-powered giving!

Since 1972, HPF has been a bridge between those doing the work and those uplifting it — nurturing grassroots movements that protect Hawaiʻi’s people, ʻāina, and future generations.

This Makahiki Season, we celebrate the magic we make together — investing in aloha, solidarity, and transformative change that uplifts us all.

Mahalo nui loa to HPF for moving critical resources to grassroots organizations like ours and for standing with us in this movement for justice and regeneration.

Inadvertent Discovery of Unidentified Native Hawaiian Skeletal Remains at Turtle Bay Resort; ʻŌʻio 1, Ulupehupehu, and Punalau Ahupuaʻa; Koʻolauloa District, Island of Oʻahu, TMKs: (1) 5-7-001:050. Information/Discussion: Information and discussion on the above agenda item. *Chair Caceres recuses himself *

Summary of Report (Nick Belluzzo, ASM Affiliates):

An Archaeological Inventory Survey (AIS) was completed in 2012, and multiple mitigation and preservation plans have been prepared since then.

One iwi kūpuna was identified since the last OIBC meeting.
Current Findings and Preservation Measures:

To date, six (6) iwi kūpuna have been identified within the project area.

Kūpuna 1: Preserved in place with redesign at Pad 3.

Kūpuna 2: Preserved in place with redesign at Pad 3.

Kūpuna 3: Preserved in place with redesign at Pad 3.

Kūpuna 4: Preserved in place with redesign at Pad 4.

Kūpuna 5: Preserved in place with redesign at Pad 3.

Kūpuna 6: Pending preservation in place with redesign at Pad 3.

Additional Notes:

All ground-disturbing activity is being hand-excavated in advance, with cultural monitors present throughout.
Pad 4 excavations are complete, and Pad 3 work is expected to be completed by next month.
Sensitive location maps will not be shown publicly due to prior incidents of information being shared on social media.
The discovery of iwi kūpuna at the RR3 site confirms what many in the community have long known: this is sacred ʻāina of deep significance that deserves respect and protection.

We don't believe that iwi kūpuna should be disturbed from their resting place and that any development in the vicinity of iwi kūpuna is desecration.

Kūpa'a Kuilima continues to advocate for a pause in development as it is harming both sensitive environments and cultural resources.

Kūpaʻa Kuilima is officially a 501(c)(3) nonprofit charity!

This means your donations are now tax-deductible and will directly support the protection of Turtle Bay, safeguarding iwi kūpuna, endangered species, and ensuring our community has a real voice in the future of Kahuku Lewa.

🚨 Over 19,400 people have signed our petition to pause Turtle Bay’s expansion. With your kōkua, we can maintain pressure on the City, DPP, and developers to require a new SEIS, SMA permit, and agreements that prioritize ʻāina and community over profit.
