PETITION FROM THE COMMUNITY OF EDENBURG
We, the concerned residents and stakeholders of Edenburg, submit this petition following the reported arrest of Ms Lumka Phandle at Bram Fischer International Airport in Bloemfontein on Saturday, 22 August 2026.
According to information reported publicly and attributed to the South African Police Service, law-enforcement officials allegedly discovered 232 stones suspected to be crack cocaine, with an estimated street value of approximately R300,000, concealed inside a hairdresser mannequin head. It was further reported that approximately R93,220 in cash was found during subsequent police action.
The allegations are extremely serious and have understandably caused concern within our community.
At the same time, we recognise an important principle of South African law: Ms Phandle remains an accused person and is presumed innocent until proven guilty by a competent court.
This petition is therefore not intended to pronounce guilt, interfere with the judicial process, intimidate the accused, or encourage any form of vigilantism.
Our petition is about protecting Edenburg, protecting young people, safeguarding the administration of justice and asking the institutions of the state to exercise their lawful responsibilities appropriately.
EDENBURG SAYS NO TO DRUGS
The community of Edenburg cannot remain silent about the devastating impact that illegal drugs can have on our young people, families and neighbourhoods.
Drugs destroy opportunities.
They can contribute to crime, school dropout, family breakdown, unemployment, violence, exploitation and the loss of promising young lives.
Our community wants to be known for education, entrepreneurship, agriculture, sport, innovation, skills development, employment and community leadership.
We refuse to accept a future in which drugs become normalised in Edenburg.
This incident must therefore become a turning point.
Our message is simple and unequivocal:
EDENBURG SAYS NO TO DRUGS.
THE REAL CONCERN OF THE COMMUNITY
The central issue before us is bigger than one individual criminal case.
The real issue is whether Edenburg is doing enough to protect its children and young people from illegal drugs and organised criminal activity.
The reported circumstances of this matter raise legitimate community concerns regarding the movement and distribution of illegal substances, the possible existence of broader supply networks, financial transactions associated with illegal activity and the potential impact of such activities on communities like Edenburg.
We are therefore calling for a comprehensive investigation.
If evidence establishes the involvement of additional individuals, suppliers, distributors, financiers or organised networks, those matters should also be properly investigated and prosecuted.
Nobody should be protected because of friendship, family connections, political relationships, business relationships, social status or influence.
The law must apply equally to everyone.
OUR POSITION REGARDING BAIL
We understand that Ms Lumka Phandle has reportedly been released on bail.
We recognise and respect the authority of the court to grant bail and determine appropriate bail conditions.
Bail does not mean that an accused person has been acquitted.
Likewise, being arrested does not mean that an accused person has already been convicted.
The criminal justice process must now determine the facts.
However, because of the seriousness of the allegations and the understandable anxiety that exists within Edenburg, we respectfully request that the National Prosecuting Authority and the competent court consider whether the existing bail conditions are sufficient.
In particular, we respectfully request consideration of whether it would be appropriate and lawful for Ms Phandle to temporarily reside outside Edenburg while the criminal proceedings remain unresolved.
Our request is that she be permitted to enjoy the liberty granted to her under bail, but that the competent authorities consider whether that liberty should, temporarily and lawfully, be exercised outside the Edenburg community until the matter has been properly adjudicated.
This request must be determined by the court.
Residents themselves have no lawful authority to remove, evict, banish or forcibly relocate an accused person.
WHY THE COMMUNITY IS MAKING THIS REQUEST
Our request is not motivated by revenge.
It is motivated by community protection and confidence in the administration of justice.
Edenburg is a close-knit community.
When a serious criminal matter involves a person who has connections within such a community, emotions, relationships, witnesses, rumours and public tensions can quickly overlap.
Temporary residence elsewhere, if justified by the evidence and ordered by the court, could assist in reducing unnecessary confrontation and tension while legal proceedings continue.
It could also help reassure residents that bail conditions are being carefully considered in light of the seriousness of the allegations.
Most importantly, it could help preserve confidence in the judicial process.
We therefore ask the prosecution to consider whether the facts justify approaching the court for an amendment or strengthening of bail conditions.
WE DO NOT WELCOME DRUGS INTO OUR COMMUNITY
Our message should not be misunderstood.
When we say that Edenburg does not welcome this conduct into our community, we are referring to illegal drugs, drug trafficking, criminal networks and activities that place our young people at risk.
Edenburg must never become a safe operating environment for drug dealers, traffickers or criminal syndicates.
Anyone who chooses to participate in illegal drug activities must understand that the community will organise peacefully, report criminal activity, cooperate with authorities and demand accountability through lawful institutions.
The community must become extremely difficult territory for drug trafficking.
Not through violence.
Not through vigilantism.
Not through mob justice.
But through unity, intelligence, reporting, policing, prosecution, prevention and community mobilisation.
PROTECTING OUR CHILDREN AND YOUNG PEOPLE
Our greatest concern must be the next generation.
Young people deserve communities where their futures are protected.
We want our children and young people to see universities, colleges, businesses, farms, workshops, sports facilities, laboratories, technology centres and workplaces as their future.
We do not want them recruited into drug distribution networks.
We do not want them becoming dependent on substances.
We do not want poverty and unemployment to become tools used by criminals to recruit vulnerable young people.
Government, businesses and civil society must therefore understand that fighting drugs requires more than arrests.
Young people need opportunities.
They need skills.
They need jobs.
They need sport.
They need entrepreneurship support.
They need mentorship.
They need safe recreational spaces.
They need education.
They need hope.
A community that gives young people meaningful alternatives makes it harder for criminal networks to recruit them.
OUR REQUEST TO SAPS AND THE DPCI
We respectfully request that the South African Police Service and the Directorate for Priority Crime Investigation continue investigating this matter thoroughly.
Where evidence permits, investigators should seek to establish:
the source of the suspected drugs;
their intended destination;
whether other individuals were involved;
whether the incident forms part of a wider distribution network;
the origin and purpose of the reported cash;
whether financial transactions connected to the alleged activity require investigation;
whether there are any links to drug distribution networks operating in Edenburg or surrounding communities.
These matters must be determined by evidence.
We do not ask investigators to manufacture cases or assume guilt.
We ask them to follow the evidence wherever it lawfully leads.
COMMUNITY INTELLIGENCE AND REPORTING
Residents often know what is happening in their neighbourhoods.
However, communities sometimes remain silent because people fear retaliation.
We therefore request strengthened confidential reporting mechanisms through which residents can safely provide information regarding suspected drug dealing and related criminal activity.
Information should be given to law-enforcement authorities.
People should not confront suspected dealers themselves.
Residents should also avoid making unverified accusations on social media.
False accusations can destroy innocent people's lives and can undermine legitimate investigations.
SUPPORT FOR PEOPLE AFFECTED BY SUBSTANCE USE
Our campaign against drugs must never become a campaign against vulnerable people who need help.
People who are struggling with substance dependence should not automatically be treated as enemies of the community.
They may require healthcare, counselling, rehabilitation, family support and professional intervention.
We therefore call for greater access to substance-abuse treatment and rehabilitation services.
Families should know where they can seek help before a problem becomes a tragedy.
Prevention and rehabilitation must stand alongside policing.
OUR FORMAL REQUESTS
We respectfully request that the relevant authorities:
1. Take formal note of the concerns expressed by the Edenburg community regarding the seriousness of this reported matter.
2. Continue the criminal investigation professionally, independently and without improper interference.
3. Ensure that every person implicated by credible evidence is investigated regardless of social status, influence or connections.
4. Review whether the existing bail conditions adequately protect the interests of justice.
5. Consider, if legally justified, approaching the competent court to impose or amend bail conditions requiring Ms Lumka Phandle to temporarily reside outside Edenburg and/or restricting entry into Edenburg while the matter remains pending.
6. Ensure that any such restriction is imposed only through a lawful court order and not through community intimidation or unlawful action.
7. Protect witnesses and the integrity of the investigation where necessary.
8. Strengthen intelligence-led policing against illegal drug trafficking and distribution affecting Edenburg.
9. Improve confidential mechanisms through which residents can report drug-related activity.
10. Strengthen school and community drug-awareness campaigns.
11. Expand youth-development, sport, training, entrepreneurship and employment programmes.
12. Ensure that people affected by substance dependence have access to appropriate treatment and rehabilitation services.
13. Provide appropriate public communication on major developments in the case where doing so will not compromise the investigation or fair-trial rights.
WE REJECT VIGILANTISM
This petition must never be used to encourage violence.
We categorically reject:
threats;
harassment;
intimidation;
property damage;
mob justice;
forced eviction;
attacks on relatives or associates of the accused;
interference with witnesses;
and any attempt to obstruct the courts or law-enforcement authorities.
Anyone who possesses relevant information or evidence must provide it to the appropriate authorities.
Our strength as a community must come from lawful, peaceful and organised action.
THIS PETITION IS NOT A VERDICT
We repeat clearly:
This petition does not pronounce Ms Lumka Phandle guilty.
The courts will determine guilt or innocence.
Our request concerns the management of the situation while the matter is pending and the broader protection of Edenburg from illegal drugs.
We believe it is possible to defend community safety while simultaneously respecting constitutional rights.
Those principles are not contradictory.
They are both essential to the rule of law.
