We recently received the published Request For Qualifications issued by the Mayor and Council on September 6, pursuant to a request made under the Open Public Records Act. It is in my mind almost the "worst case scenario."
According to the RFQ, the Council has requested interested developers for a proposed development of up to 150 units of "very low, low and moderate income" rental units for the Nagle Tract at 200 Hartford Road. It calls for up to no more than 50 of those units to be senior housing. There is mention of federal and State programs that would payments in lieu of taxes, which means that this appears to be considered to be a low income housing project that will pay $0 property and school taxes. I suspect that the development may send 100-400 new students into the school system if 100 units are 1, w and 3 bedroom units plus some senior housing.
Why is the Council proposing this type of income/tax losing development in a prime location in town? Aren't there other more logical options if the Council is going to donate land worth several million dollars for the development that will only serve to increase the tax burden on the rest of the Moorestown tax payers and further burden the school system? All of the other questions originally raised in this Petition remain unanswered. If you have concerns about this plan by the Mayor and Council you should attend the Council meeting tonight at Town Hall, 111 West Second Street at 7 pm.
While it is possible that the Council may be considering other developments the only one we are aware of now is the one that is the subject of the RFQ issued last month. We suspect that the Council will next approve qualified developers and move forward with this proposed development.
