Create a feasibility study for potential merger of Swansea and Shiloh and unincorporated Belleville  into the city of Belleville, Illinois to expand the tax base and reduce the tax burden through increased government efficiency.

The population of Belleville would increase by at least 33%, which would have tremendous impacts on the economy and potentially alleviate some of the current tax burden.  The savings can be reinvested into public services, infrastructure, and community projects, or enhancing the quality of life for all residents.
