Coleman City Council Petition

PETITION TO REPEAL OR AUDIT THE MUNICIPAL STREET/ROAD IMPROVEMENT FEE

To the City Council and Mayor of the City of Coleman, Texas:

We, the undersigned residents, property owners, and utility customers of Coleman, Texas, hereby petition the City Council to take immediate action regarding the $5.00 monthly Road Improvement Fee currently assessed on our municipal utility/electric bills.

STATEMENT OF GRIEVANCE

Lack of Visible Results: Despite paying this recurring fee over many years, residents continue to experience severe street deterioration, resulting in ongoing, out-of-pocket vehicle damage (alignments, shocks, struts, and tires).

Transparency & Accountability: Utility customers deserve complete transparency and a clear accounting of how every dollar collected under this fee is budgeted and spent.

Economic Impact: Fixed fees on essential utility services place an unnecessary financial burden on families without clear, measurable improvements to city infrastructure.

PETITION REQUEST

We respectfully demand that the Coleman City Council place the following items on the agenda for public hearing and council vote:

Conduct an Immediate Independent Financial Audit of all revenues collected under the $5.00 Road Improvement Fee, including an itemized public report on all contractor costs, equipment purchases, street resurfacing projects, and any transfers into the General Fund.

Execute a Full Repeal or Suspension of the monthly $5.00 Road Fee until a comprehensive, transparent street repair master plan and schedule are presented to the public.
