Hold Public Consultation for the BBMP BILL 2020
The Issue
Dear CM aware,
Democracy is 'by the people, of the people and for the people'. How is it ever going to fulfil its potential when 'by' and 'of' are missing in the mix?
The Local Self Governance in Bengaluru has long been broken, because it simply doesn't exist. We have an urban local body, the BBMP established under the outdated Karnataka Municipal Corporation Act, which by design is colonial and centralises power in the state govt, which reduces city and town governments to colonies.
The Nagarpalika Act - 74th Amendment, which was an attempt at correction, has not even been implemented, after 3 decades of its enactment.
After repeated demands from civic society for citizen participation in governance, and after many expert committees and reports, we appreciate that this Govt has finally tabled the Bruhat Bengaluru Mahanagara Palike (BBMP) Bill, 2020, which is meant to reform the way the Local Urban Body works.
But, the Govt was planning to pass the bill into act, without debate, discussion or Public Consultation. The bill has not undergone public scrutiny. Is this yet another attempt to undermine and hijack our democracy?
How do we know make sure this Bill delivers swaraj?
The bill does not significantly differ from the KMC Act. The questions that need to be answered:
- Will BBMP be truly restructured to meet the needs of Local Self Government?
- Will Democracy at the grassroots, ie., SWARAJ finally materialise?
- Will Area Sabhas and Ward Committees finally be empowered?
- Will all the Parastatals be merged under the local Govt?
- Will Bengaluru finally have a Local Govt devoid of State Govt's interference?
It is 70 years late, and we still don't have Swaraj. Every citizen should have a say in our governance. It's about time! We deserve SWARAJ! We deserve SELF-RULE! It is time Citizens take their place in governance!
OUR DEMANDS:
- Please hold a transparent, structured PUBLIC CONSULTATION on the bill draft.
- Please hold a town hall public discussion, on the feedback from public.
- In fact, please enact a law that makes 'PUBLIC CONSULTATION' mandatory for every bill introduced in the assembly, and for every major decision or project that the govt proposes to undertake.
