FREE MIDC INDUSTRIAL AREAS FROM MUNCIPALITIES - CREATE INDUSTRIAL TOWNSHIPS

The Issue

The Taloja MIDC Area is next on the block for slaughter.  MIDC Industrial Areas are in a pathetic condition. The Maharashtra Industrial Development Corporation which was supposed to encourage rapid industrialization in the State of Maharashtra has over the years become an utterly corrupt and absentee landlord. In the MIDC TTC Industrial Area in Navi Mumbai more than 300 acres of land, acquired from poor farmers at throw-away purposes for setting up industries has now been systematically overrun by illegal buildings, shops and slums by local politicians, slumlords and criminals with the tacit support of MIDC. 1000's of crores worth of public land has been gifted away and yet there is no action against successive Chief Executive Officers and the corrupt dispensation over which they presided. All this has been facilitated by the muscling in of local municipal Corporations, like the Navi Mumbai Municipal Corporation in Navi Mumbai, which has in cahoots with the MIDC, salted away 1000's of crores as taxes; incredibly without spending a single paise in the 25 sq.km. area from 1996 to 2005, and very little thereafter, till 2013. So while one fiddled with the taxes, the other fiddled with the land and the industries provided the background and the victims for this merry game. Dual authority provided cover for the loot.  All this was not unknown to the lawmakers.   Highly respected Officers noted as far back as the 90's that the entry of local authorities in the MIDC Areas resulted in the destruction of industries as the entrepreneurs were without vote and therefore unrepresented in such bodies.  The MIDC Areas were "Notified Areas" which meant that it was in a transitional state from Rural to Urban. The MRTP Act, 1966 required these to be "denotified" before they were handed over to any other authority. The Statement of Purposes of the State Legislature when the MRTP Act was being amended clearly stated that such areas where an authority such as the MIDC or CIDCO provided amenities was to be excluded from the purview of all taxes. Above all, the Constitution was  amended to make a provision for autonomous Industrial Townships in areas where an organisation such as the MIDC or CIDCO provided most amenities. In accordance with this, the Maharashtra Municipalities Act, 1965 was amended to include the necessary provisions for Industrial Townships. The MIDC, actually identified the industrial areas for setting up Industrial Township. ....And then the politicians and vested interests took over....from the 1990's till today, the proposal has not moved forward 1 inch. In the meantime, area after Industrial Area has fallen prey to the greed of the MIDC- Municipal  Corporation nexus, Solapur, Jalgaon, Wagle Estate, Thane, TTC Indl.Area, Navi Mumbai, Pimpri-Chinchwad....the next in line for the axe to fall is the Taloja MIDC.  Before industry is decimated in all MIDC Industrial Areas...before MIDC Taloja falls prey I request the young Hon'ble Chief Minister of Maharashtra, Shri Devendra Fadnavis to take immediate and urgent steps to declare autonomous Industrial Townships in eligible MIDC Industrial Areas to shield the industries and entrepreneurs from the rapacious actions of this corrupt nexus of MIDC Officials and Municipal Authorities. As one who has been closely associated with and a part of the rise of MSME's in the State of Maharashtra I request Shri Devendra Fadnavis to ensure that his dream of "Made In Maharashtra" and Shri Narendra Modi's dream of "Make in India" is not allowed to fail, just because land sharks and vested interests want to milk both the general public and industry, which is already tottering and dying on its feet.  I request all MSME Associations and individual industrial units to join in this Petition to our young Chief Minister in the hope that the first truly Industrialised State of India continues to maintain its Number 1 position.  The implementation of the Industrial Township provisions may be 25 years too late but it still remains the only hope of resurrecting industry and, particularly, MSME's in the State of Maharashtra Seshan Ranganathan Thane, Maharashtra
