Immediate closure of freight traffic with Belarus and Russia.
The Issue
Due to the ongoing invasions of Russia and Belarus to Ukraine, we demand the EU closes all border crossings with the aggressor immediately. Economic cooperation with the terrorist states is unacceptable. The closure should cover all road, rail, and air routes. All economic cooperation must be discontinued, no matter the economic consequences. Justified, unmotorised only, people traffic may stay open, for humanitarian reasons.
Swift decision of Polish PM - Mateusz Morawiecki and Lithuanian PM - Ingrida Šimonytė is crucial, due to the geographical location of respective countries.
Truck drivers, pedestrian traffic
The very moment the blockade is introduced, trucks should no longer be allowed to cross the border under any circumstances. The current situation requires that freight traffic be suspended as soon as possible, e.g. within 12 hours.
There are drivers on the territory of Russia and Belarus who want to return to the EU. Others may want to cross the border in the opposite direction. Every company that will be forced to leave the trucks on the Belarusian/Russian side must receive compensation from the government. Gov’t support for the purchase of new vehicles to continue their work as quickly as possible is required.
Pedestrian traffic should remain open. Refugees, migrants, or ordinary citizens with valid visas may want to enter the territory of the EU Belarus and Russia They should be allowed to do so. Obstacles for the civilians who are not responsible for the actions of the Russian and Belarusian authorities should be reduced. Cars should be allowed through under any circumstances.
Poland and Lithuania first, EU cooperation follows
It will be very difficult to obtain an immediate consensus on the forum of the European Union on closing borders and blocking trade. It is important for Poland and Lithuania to initiate this process on their own. Negotiations with European partners to support this project and join the blockade should follow immediately after the decision by Poland and Lithuania enters into force.
Countries that should join immediately after are all EU and NATO countries. I hope that the following will join as well. Namely, Georgia, Moldova, Switzerland, every non-EU Balkan country. Anyone who joins will contribute to the strengthening of the blockade. Due to its location, Poland and Lithuanian gov’t actions are of key importance.
Energetics
Winter is coming to an end. The EU has reserves of crude oil for all sorts of crises. Renewables are a huge part of EU energetics, fortunately. Part of the EU's no-renewable energy comes from the exploitation of its own resources. Any additional resources can come from various parts of the world, e.g. from Canadian, or US deposits. Temporary shortages may slightly affect the lives of citizens. It is unavoidable in times of war.
The Kaliningrad Oblast
The Kaliningrad Oblast is currently a strategic part of the Russian Federation - the most western and at the same time exposed and vulnerable. After the land borders are closed, transport from Russia has to be transferred to the St. Petersburg - Kalinigrad route, using ships only. One must remember about the civilian population in the Kaliningrad Oblast and, if Russia does not provide enough lifeline resources, the EU should guarantee it. The access should be strictly restricted to basic food and life-saving medicines only. It is forbidden to cause a famine among the inhabitants of this region.
China, Belt And Road Initiative
China is Russia's political ally. However, every alliance has its limits. The fastest route of the Belt And Road Initiative runs, through Russian territory. From Russia, it follows to Belarus. After crossing the EU border, it continues in Poland and in Lithuania. This border blockade is not an action aimed directly at China. China will be used as an additional pressure against Russia. What is more, it will be done contrary to the will of both Russian and Chinese, politicians. China cares more about trade with the main external export market (EU) than perfect relations with Russia.
Lifting the blockade, conditions
Lifting the blockade may, but does not have to, take place only when Russian troops completely leave the territories of Belarus, Georgia, Moldova, and Ukraine. Territories within the limits recognized by the international community. It means that, for example, Crimea, Transnistria, or Abkhazia, must be fully controlled by the legally recognized, countries.
Moreover, it means that:
1. Russia fully withdraws from the above-mentioned countries.
2. Russia abandons all military bases in these countries.
3. State authority in the territories, recognized by the international community, is stable and independent.
4. United-Russia party, or any of its successors, may not be involved in government in any of these countries.
5. The governments of Russia and Belarus must bear the full costs of rebuilding all war damages. Reconstruction must be completed before any negotiations can begin.
Currently, occupied countries (Moldova, Ukraine, Georgia) must unanimously agree to resume freight, for the negotiations to start. The terms of the easing of the blockade cannot be negotiated. The blockade should be implemented immediately and unconditionally. Other, more severe, conditions for lifting the blockade may be the subject of discussions between Moldova, Ukraine, and Georgia, adding up NATO and the EU. Belarus and Russia have nothing to say during the course of these negotiations.
Final thoughts
I demand EU, Polish, Lithuanian governments will meet the expectations set out in the petition and will take all necessary steps to make the blockade effective. As a society - in the name of solidarity with Ukraine - we are ready to bear the consequences of stopping trade with Russia and Belarus.
