End institutionalized price gouging for garbage service in Unincorporated Santa Clara

The Issue

GARBAGE COLLECTION SERVICE IN THE
MOUNTAIN COMMUNITY OF SANTA CLARA COUNTY

ISSUES:

  • The majority of residents in the 95033 zip code did not receive any form of notifications that Santa Clara County was engaging with garbage collection companies in order to distribute a request for proposal, evaluate bids and award a contract to the provider of choice, Green Team of San Jose.

  • Green Team of San Jose immediately deemed the mountain area, 95033 zip code, a “difficult service area”, and, again without notice to residence, rates were increased by approximately 40% compared to what residents were paying to the incumbent service provider, GreenWaste.

  • Since Green Team of San Jose took over garbage collection service, many residence have experienced problems with garbage collection, as well as issues with customer service, responsiveness, and trouble resolution.

ACTION:

  • Residents of the unincorporated area of Santa Clara County, in the 95033 zip code, were not properly notified of the County’s activities to contract a new garbage collection service, which resulted in the mountain community NOT being able to participate in expressing opinions and concerns in public hearings / open forums, and the undersigned residents within this petition are opposed to the significant rate increase and degradation of service quality.

  • We, the undersigned, request that:

    1. Mountain residents, within the unincorporated area of Santa Clara County, in the 95033 zip code, be decoupled from the contract obligation with Green Team of San Jose.

    2. Mountain residents be allowed to solicit bids directly from competitive garbage collection service providers and select a provider of choice.

    3. The selected garbage provider(s) of choice be classified as a limited garbage hauler with a defined range, or other like-classification, which would allow them to service the 95033 area.

Dear Mountain Residents: Due to the combined efforts of my office, County staff, and Green Team, I am pleased to announce that 357 homes have been redesignated as NOT hard to serve. These changes will be reflected in the October bills. For those who are still designated as hard to serve, County staff will be sending a notice explaining the reasons for the designation as well as information about the appeal process.
