The Issue

Why This Is Important:

Linda Mar Beach is the heart of Pacifica—a place where our community gathers, our children learn to surf, and families come to enjoy the beauty of the California coast. However, our beloved beach is currently facing a severe public health, environmental, and access crisis that local government officials are ignoring.

For an extended period, the Linda Mar Beach parking lot has been utilized as an unregulated, long-term encampment for RVs and people living in their cars. Because these vehicles lack proper sanitary infrastructure, this squatting has led to the alarming and illegal disposal of raw human waste and refuse directly into the parking lot, storm drains, and surrounding beach areas. Furthermore, these lived-in vehicles are monopolizing public parking spots meant for beachgoers. While everyday citizens and families are required to pay for parking to access the coast, these vehicles are allowed to squat in prime spots indefinitely without penalty, severely restricting public access to our own beach. Video: Squatter Restricting Public Access

This is unacceptable. Hundreds of families, including young children attending surf camps, walk through these parking lots daily. The presence of raw sewage in a highly trafficked public area is an immediate public health hazard. Additionally, Linda Mar already struggles with water quality issues, and this direct pollution of our coastal environment is intolerable.

As a community, we believe in profound empathy and finding real, dignified solutions for our unhoused neighbors. However, parking lots without sanitation facilities are not safe or humane homes. Allowing people to languish in these conditions is a failure of our local government to protect both the unhoused and the broader community.

Compassion means providing genuine support and proper shelter, not ignoring a growing biohazard and restricting public access at our local beach.

Our Demands:

We demand the Pacifica City Council and relevant county and state agencies take immediate action to:

Clear the Lots: Immediately remove all long-term RVs and lived-in cars squatting in the Linda Mar parking lot.

Stop the Sewage: Clean and decontaminate all affected parking areas, storm drains, and beach access points to eliminate the public health hazard.

Restore Fair Access: Ensure all parking spots are fully available to the paying public, restoring equitable access to the coast.

Enforce the Law: Strictly enforce existing parking, environmental, and sanitation codes with zero tolerance for illegal waste dumping.

Provide Real Solutions: Relocate unhoused individuals to proper, designated safe parking programs or shelters equipped with the sanitary infrastructure they need.

“The city is committed to working towards solving the bacterial issues emanating from San Pedro Creek. We’ve done smoke testing and replaced miles of sewers already, among other sewer and storm water upgrades in the area, but there is still no « smoking gun » as to the source of the contaminants. Until this year we didn’t know if the fecal contamination was human, dog, horse, or wild animal. We really appreciate the work of the Linda Mar Water Quality Coalition and that of the San Mateo County Resource Conservation District (RCD) helping us narrow down the sources. The RCD is also currently looking at improvements to the open storm waterway known as the Crespi Canal. Christine Boles Mayor City of Pacifica”

“City of Pacifica Closes Pacifica State Beach North and South Parking Lots to Vehicles Overnight FOR IMMEDIATE RELEASE (Pacifica, CA) — Beginning July 29, 2026, the City of Pacifica will close the Pacifica State Beach North and South Parking Lots (Linda Mar Beach) to vehicles between 10 p.m. and 5 a.m. The City applied for a Coastal Commission Emergency Permit for the overnight closure of the parking lots due to the escalating public safety, vandalism, and dumping consequences from allowing vehicles to remain continuously and function as long-term residences. The growing concentration of vehicles in the lots overnight has also degraded public access and reduced the public’s ability to access and enjoy the area. On July 24, 2026, the Coastal Commission issued Emergency Permit G-2-26-0027 for the closure of the parking lots. The initial closure period is for 90 days. The City is processing a full Coastal Development Permit for the permanent overnight closure of the parking lots. The City began notifying the public and vehicle owners in the parking lots on Friday, July 24, 2026, about the upcoming overnight closure. The City’s communication efforts have included referrals to social service resources. Copies of the application and the Emergency Permit are available under the July 24th “For the Record” at: https://www.cityofpacifica.org/i-want-to/find/for-the-record-information This overnight closure of the parking lots will help ensure that everyone in the public continues to have safe and reliable access to the coast.”
