The current Clay County Animal Care and Control facility (shelter) is outdated and in a remote rural location that is too far from population centers, most of which have grown significantly since the shelter was built. The location of and limited capabilities at the shelter negatively impact the following:

• Volume of area adopters or fosters willing to make the drive
• Community awareness of the shelter's existence for adoptions
• Potential adopter drive-by traffic
• Adoption and foster rates
• Cost to the county/taxpayer to house animals for extended periods due to inability to attract adopters/fosters to remote location
• Volunteer participation due to the remote location 
• Volunteer experience, due to constantly operating in crisis mode to drive adoptions and prevent euthanasia through promotions and events
• Space to conduct intake counselling that may assist residents in keeping their animals vs. surrendering 
• Space for on premise vetting facilities
• Drainage and water pressure limitations that prevent use of  commercial laundry facilities (resulting in significant back up of soiled laundry and volunteer support of washing same in home laundries)
