The developers of Newcombe House are appealing the RBKC decision to refuse this incongruous 19 storey building on one of London's most prominent corners, amidst a huge number of Conservation Areas.
We urge you to join the many people who are still fighting to preserve Notting Hill's unique character for future generations. Newcombe House does need a face-lift, but the one proposed is totally inappropriate and of poor architectural quality.

FOLLOWING RBK&C'S REFUSAL TO GRANT PLANNING PERMISSION THE DEVELOPERS ARE APPEALING AT A PLANNING INQUIRY.

You need to confine your comments to matters the planning inspector can consider.
It's important to make your comments count. The planning inspector will only consider “material planning considerations” which include..
o Loss of light or overshadowing
o Overlooking/loss of privacy
o Visual amenity (but not loss of private view)
o Adequacy of parking/loading/turning in the finished development
o Highway safety
o Traffic generation
o Noise and disturbance resulting from use
o Effect on listed building and conservation area
o Layout and density of building
o Design, appearance and materials
o Local, strategic, regional and national planning policies
o Disabled persons’ access
o Loss of Social Housing - there are 20 social housing units at present. There will be none in the future
o The highly damaging effect on Bethesda Chapel which will be swamped by the development at the back, side and below.

Issues which unfortunately the Planning Inspector will not consider include:
Loss of property value; Loss of view; Impact of construction work – noise, disruption etc; Personal opinions
These are some possible comments you might like to make. Please don't copy them exactly because "template" objections carry less weight than individual objections. It is better to pick the points that particularly apply to you and which you have strong views on.
The proposed tower is 50% taller than the existing tower at 240 feet tall and 19 storeys
The size and scale of the development does not fit in with the surrounding townscape and goes against the NHG Supplementary Planning Document.
It takes up far more ground space removing the open corner on Notting Hill Gate and Kensington Church Street where there is currently a tree, benches and street architecture. This will be a narrow 3 meters.
The design and architecture fail to fit into the surrounding area which is a prominent position in the area.
The view along Uxbridge Street will be totally obliterated by the tower. The existing one was situated to avoid this and as such avoid the sense of over development
It is massively bigger than its neighbours, most of which are three storey homes about nine metres of 30 feet tall.
It affects three conservation areas.
The piazza is small and constrained by the Western Perimeter buildings adjoining the Grade 2 listed Tube Station and the so called Cube Building to the South. It will receive very little sunlight and be affected by the wind coming off the tower. It will not be an attractive place to sit and therefore has very little community benefit.
The tunnel linking Notting Hill Gate with the piazza is so narrow and long that it will put people off using it further reducing the benefit of having a so called public square.
Twenty units of social housing will be taken away from the site and the residents “decanted” elsewhere. This damages the social fabric of the area by excluding all but the very well off from living here.
The traffic generated by the development once complete will stress an already congested area. Servicing of all the offices and flats is proposed from the street on Notting Hill Gate and Kensington Church Street. Both are busy with cars, buses and people and this will cause congestion.
Access to the car park along Uxbridge Street – this already gets regularly blocked by vehicles unable to use the very narrow road. The proposed car lift will make queuing inevitable at busy times causing even more congestion.
The so called benefit of step free access to the tube station is on one platform only so you can leave but not return! The developers said the solution was to travel onto Paddington and change there to the other platform to return! This is not proper step free access but an inadequate effort to provide some sort of public benefit.
The entire site will be excavated to a depth of ten metres. This results in 18384 lorry movements, 20 per day for three and a half years in a residential area adjoined by a nursery school and two primary schools.

Launch of Hillgate Village Residents' Association
More than 80 people came to the first public meeting of the Hillgate Village Residents’ Association held last week which is a fantastic turnout. The committee brought everyone up to date with what has happened so far with the Newcombe Tower development and explained what needed to be done.
Lots of people signed up to join the Association there and then and we have had more since. If you would like to join please send your name, phone contacts and address to hillgatevillage@outlook.com. The annual fee is £15 which we will be in contact to collect in due course. We need to raise a fighting fund to keep up the battle with these developers so would be grateful for any donations. Similarly we are in need of volunteers with either specialist relevant skills or those able to help out with admin, leafletting etc..
