PETITION FOR FIBRE BROADBAND IN PRETORIA EAST, GAUTENG:

The purpose of this petition is to ·         Tell the City of Tshwane that the residents of Pretoria East want a world-class fibre network in their suburb. ·         Request that the City work with the Lynnwood Fibre Initiative’s selected network provider – Frogfoot Networks – to turn the Lynnwood Fibre Initiative into a reality as soon as possible. ·         Request that the City allow Frogfoot to roll-out the network using micro-trenching which is quicker, cheaper and less disruptive than traditional trenching methods. The Lynnwood Fibre Initative has been working hard over the past year to bring Fibre to the Home to Pretoria East (see http://www.lynnwoodfibre.com for details). As a result of a rigorous RFP process Frogfoot Networks were chosen to deploy a fibre network, using a micro-trenching methodology. We are confident of the choice of both fibre operator and technology as the most cost effective and time efficient means to deploying fibre broadband to Pretoria East. The benefit of using this technology for deployment is the use of smaller teams, faster deployment, minimal road obstruction, less intrusiveness, and above all else much less disruption than conventional trenching. Less cost and greater efficiency leads to better pricing. Unfortunately the City of Tshwane did not receive the Frogfoot Networks notice of intent to deploy a fibre network in a positive manner and appear to be adopting an obstructive stance towards the initiative. This petition aims to demonstrate to the City of Tshwane that the taxpaying citizens of Pretoria East wish to see the FTTH network as proposed by Frogfoot Networks deployed using micro-trenching, without undue hindrance or delay.  We thus call upon the City not to obstruct the efforts of Frogfoot Networks and to cooperate with them in order to achieve an effective and efficient fibre network deployment. We, the residents of Pretoria East call upon the City of Tshwane to: RECOGNISE the value and opportunities created by the deployment of a fibre network for owners, residents and schools in our suburb and the contribution to the economic growth of the City which such a network would make; TAKE NOTE of the provisions of South Africa Connect, the National Broadband Policy for South Africa, the targets it sets out for providing broadband services to South Africans and the rights of South Africans to affordable communications; RESPECT the rights of owners and residents of Pretoria East to organise civic initiatives to ensure that they select the service provider with the best value offering taking into account the specific requirements of owners and residents; ACCEPT the rights of owners and residents of Pretoria East to select a method for fibre-deployment which is efficient, non-disruptive and not harmful to the aesthetic of the area; ACCEPT the rights of owners and residents of Pretoria East to select a service provider that operates their network on an open access basis so as to maximise competition on the network and value to consumers in the area; WORK WITH AND ASSIST Frogfoot Networks as our selected network provider partner to deploy the network with a minimum of delay using micro-trenching technology and to issue all such permissions and make such agreements as are necessary to turn our suburb’s dream of world-class communications into reality.
