Don’t Punish Responsible Pet Owners

The City of Timmins is reducing the number of domestic pets owned from 4 dogs to 3 and 6 cats to 3 due to hoardingbut have not made it clear as to whether the city bylaw changes will be implemented to those who have reached existing bylaw limits or going forward on or after the date once it becomes in effect.
If this does mean that every household who had surpassed the new bylaw limit from 4 dogs to 3 and 6 cats to 3 what is going to happen to them?
This matter of hoarding should be treated and dealt with separately for those that have surpassed the limit.
This new bylaw will be creating more abandoned and homeless pets.
Our shelters and surrounding rescue agencies are already overrun.
I myself own 6 cats and 3 dogs and foster for NOAWS and C&K Critters.
If this passes, am I supposed to choose which 3 cats have to go? Are you going to have to choose also? All mine are vet checked yearly and vaccinated.
