The Issue
Article I : Proposed increase in training funds, particularly deescalation techniques and working with individuals who have a mental illness. In effort to meet these demands, a decrease in officer salary of 10% over the course of three years should be considered. This is not a decrease in individual officers salary rather a decrease in the overall salary fund.
The projector 2020 salary fund was approved to be $4,076,318. The proposition for the next three years would look like this
- Yr 1 (2021) - 1.5% decrease (equivalent to $61,144.77)
- Yr 2 (2022) - 3.5% decrease (equivalent to $140,531.06)
- Yr 3 (2023) 5% decrease (equivalent to $193,732.11)
The dollar amount yielded from a decrease in salary, should be applied to officer training.
Article II : Dispatch qualified mental health , or social service professionals to low - moderate risk incidents of domestic violence and mental health crises. Dispatch law enforcement, and a qualified professional to high risk incidents.
Funding for these mental health and social service professional, is proposed to be transferred from the * "Police and Liaison fund"
2019 Police and liaison fund Salaries - $291,613
Article III : Require law enforcement officers to have their body cameras on their person whenever in uniform, and turned on during any interaction with the public.
*The police and liaison fund is compiled with federal grants, state grants, law enforcement fees, private donations, other miscellaneous revenue and the transfer from the general expenditure fund.

[Amendment one]
1. Four year degree in one of the following area;
- Social work
- Criminal Justice
- Pre-law
2. Two years training at a police academy
3. One year in office internship
4. One year on the job training with a veteran officer.
{Candidates who receive a formal complaint during their internship and on the job training, shall be disqualified from a position with Superior Police Department.}
[Amendment two]
Officers will receive annual training on mental heath including;
- Crises intervention
- Deescalation
- Compassion and empathy
- Trauma Informed Policing
- Suicide Prevention and intervention
- Community policing and mental health
[Amendment three]
- Encourage and incentivize neighborhood watch programs.
- Increase the roll of community liaison officers.
- Increased community engagement with the police and fire commission.
- Review body camera footage for all critical incidents by the 'Police and Fire Commission', the councilor of the district the incident took place in, a community representative for each district.
- Officers will receive a mandatory 16 hours of unpaid leave, following any use of force.
[Amendment four]

Reduce the police departments annual budget by net total 10% over the course of a three year time frame, and apply this funding to the 'Neighborhood Development Fund', and 'Economic Development Fund'.
- Year one - 2%
- Year two - 3%
- Year three - 5%
- Decrease the police chief and assistant chief salary to match the national average.
- Stall officers annual pay increase until the completion of the recommended training in this document.
- Decrease annual pay increases to 1% and merit based.
- Remove police officers from schools.
[Amendment five]
- Liquidate or destroy military grade equipment, including but not limited to drones, armored vehicle, tear gas etc.
