The animal population problem in our city is a complex issue.  Historically, the City of San Angelo Animal Shelter processes anywhere from 10,000-12,000 animals annually.  With our rapidly growing city, that number may grow in the coming year.  Sadly, less than 5% of the animals that enter the shelter are spayed or neutered and less than 10% of the animals are redeemed by owners.  

Over the last 20 years, the no-kill movement has successfully spread throughout the United States.  Many communities responded to the availability of information regarding the importance of spaying and neutering their pets, and through education and awareness campaigns, responded positively and did the right thing.  Unfortunately, some communities had to pass mandates requiring their citizens to ethically address the population issues by passing mandatory spay and neuter ordinances.  We believe that this approach is now necessary in our community. 

Concho Valley PAWS believes that there are several advantages to a mandatory spay/neuter ordinance.  Among those advantages are:

1.      Ethical:  Reducing the number of animals born is the only ethical solution that will have a long-term effect on population.   Killing is not an ethical means for reducing numbers and it has proven ineffective. 

2.      Financial:  Increasing the number of animals sterilized will, over time, reduce the number of animals entering the municipal shelter and ultimately reduce the city's costs associated with housing and euthanasia.

3.      Public Health and Safety:  Animals that are sterilized are less likely to roam.  Communities with high compliance have found that fewer roaming animals results in fewer animal related traffic hazards and accidents, fewer complaints of dog bites, dog fights and barking complaints.
