Please postpone construction of the new Rock River Water Reclamation District (RRWRD) sewer line on and along Spring Creek Road until the spring of 2017. This will allow the City of Rockford Public Works Department time to complete their analysis of a proposed multi-purpose pathway to be constructed in conjunction with the sewer improvements.

RRWRD is planning to construct new sewer lines along the north side of Spring Creek Road this fall, from east of Alpine Road to 2nd Street, in order to better alleviate potential flooding in the community.  However, a new multi-purpose pathway along Spring Creek Road, if constructed in conjunction with the sewer improvement, would connect with the River Path on the west and the Spring Brook Road pathway on the east. 

By constructing the pathway now, in conjunction with the sewer project, both excavation and restoration costs can be saved since RRWRD will be doing that work already!  This could be a potential savings of about $100,000.  Furthermore, the community would now have full multi-use pathway connectivity between the River Path and Rock Cut Park.  What a great asset for families that currently live in the community and our upcoming visitors to the new UW Sports Factory! 

Opportunities such as this, to construct a pathway in conjunction with another public utility improvement, typically come once in a generation.  This area is going to be under construction for a year anyway!  Why not take this opportunity to build the path also?  Do we need to wait another 10 to 20 years for another opportunity such as this? 

This pathway along Spring Creek Road has been a vision for the community for some time.  We ALL know it will greatly improve conditions for runners, bicyclists, and walkers!  It is contained within the City of Rockford's 2020 Plan and the Rockford Metropolitan Agency for Planning (RMAP) Greenways Plan.  It would directly serve Eisenhower Middle School's existing on-campus pathway and its students who reside on both sides of Spring Creek Road and Spring Brook Road.  These kids can now bike to school!  Its an opportunity to improve health!  It would serve Anderson Japanese Gardens 40,000 visitors each year and Marsh Elementary School and Park.  Someone who lives along this path could now bicycle to Rock Valley College.  It would also service the transit lines that run north and south along Alpine Road and Forest Hills Road.  It would be the only safe Alpine Road crossing for bicyclists in Rockford!

Please help us with this effort!  Sign this petition!  Share it and tell your friends to sign it!  Call your Alderman!  Attend Rockford City Council Meetings each Monday night and let them know you want this!  Call the RRWRD and/or attend the monthly RRWRD Board meeting on Monday June 27th at 5:15 PM and let them know you want them to delay the Spring Creek Road sewer improvements to make this pathway happen! .....Thank you!
