So, this is how the story may unfold. The City of Richmond will get a complaint. The owner will say they did not know they needed a licence for a Bed and Breakfast, and then the city will approve them for a short-term rental. Once they have their licence they will continue to rent out all of their rooms like an exclusive boutique hotel. Yup, it's just a "farmhouse." Right?
