City council voted to delay the Harry Jerome Project so that a Community Recreation Strategy can be developed. City Staff have a deadline of September 2019 to present to council the so called Strategy.  The delay will add another $5 million to the capital cost and potentially increase the financial risk associated capital bridging costs.
