Install crosswalk at Sunflower/Rancho Parkway South intersection to eliminate jaywalking

The Issue

Both Avalon Baker Ranch and Arroyo at Baker Ranch communities use the Baker Ranch Community Park across the street. However, jaywalking is a big problem at the Sunflower/Rancho Parkway South intersection. Many residents (even children) will not hesitate to jaywalk in order to save an extra 0.5 mile walk to the nearest crosswalk (Alton and Rancho Parkway South intersection).

With this area not being adequately lit at night, jaywalking here can be dangerous. The speed limit is 40 mph here, but with the long distance between traffic signals, many people speed well above 40 mph.

There are two existing pedestrian signs (W11-2) on each side of the intersection on Rancho Parkway South, which means the City of Lake Forest is already aware of pedestrians crossing here...

One solution that would ACTUALLY make a difference would be to install a crosswalk that cars would have to yield to only when the signs are flashing. This would not impact normal traffic, as this would not be a stop sign.

It would be much safer to install a crosswalk on the northwest side of the intersection, with solar powered flashing LED signs. This type of sidewalk already exists in the City of Lake Forest (Rockfield and Dune Mear intersection)! This crosswalk could have flashing LEDs embedded into the ground if needed (similar to the crosswalks at the Spectrum).

All we want is increased safety. Residents will be crossing at this location regardless. City of Lake Forest, please install a crosswalk at the Sunflower/Rancho Parkway South intersection. The cost of a major injury/collision would far outweigh the cost of constructing this crosswalk. Estimated Construction Cost is approximately $5,000-$10,000.
