The Issue

A Vision for a Global Tier-One City

​To: The Legislative Assembly of Ontario and the Regional Municipality of Halton

​The Preamble

We, the undersigned residents and taxpayers of Burlington, Oakville, Milton, and Halton Hills, call for a bold evolution in our municipal governance. For too long, our communities have operated as fragmented entities—geographically connected but administratively divided.

​While our neighbors in Mississauga and Hamilton have grown into economic giants with massive bargaining power, our towns remain politically fractured. It is time to dissolve the artificial borders that separate us and forge a single, unified City of Halton.

​The Argument for Amalgamation

​1. Creating a Rival Powerhouse

Separately, Burlington and Oakville are mid-sized towns that often struggle to compete for major federal infrastructure funding against larger neighbors. United, a "City of Halton" would boast a population approaching 650,000, instantly becoming one of Canada’s largest and most influential cities. This consolidation would give us the political weight to rival Mississauga and Hamilton, ensuring our region receives its fair share of investment in transit, healthcare, and industry.

​2. The Hamilton Success Story

We need only look to our neighbors in Hamilton to see the long-term benefits of unification. Since their amalgamation, Hamilton has successfully streamlined services, attracted massive investment, and reinvented itself as a diverse economic hub. By following a similar—but modernized—path, Halton can shed the inefficiencies of the past and position itself as the premier economic engine of the Greater Toronto and Hamilton Area (GTHA).

​3. Unlocking Efficiency and Ending Redundancy

The current two-tier system of regional and municipal governments creates unnecessary red tape and cost. By amalgamating:

​We eliminate duplication: One city council, one planning department, and one administrative body means significantly lower overhead for taxpayers.

​We streamline services: A unified "Halton Transit" and emergency services network would end the disjointed service gaps between our towns.

​4. A Unified World-Class Waterfront

Our greatest natural asset is our shoreline, yet it is currently managed in pieces. A single City of Halton could execute a master plan for a continuous, world-class public waterfront system.

​Imagine a seamless recreational corridor that connects the historic pavilion and marina at LaSalle Park through the bustling events of Spencer Smith Park and the Brant Street Pier. This coast would extend to the heritage harbors of Bronte, integrating the vibrant, active greens of Coronation Park with the serene, reflective trails of Tannery Park. By uniting these diverse assets—from high-energy festivals to quiet natural sanctuaries—we can create a tourism and lifestyle destination that rivals Toronto’s Harbourfront or Chicago’s lakeshore.

​The Call to Action

Oakville and Burlington are no longer just suburbs, Halton is a vibrant economic center waiting to be unleashed. We petition the Province of Ontario to initiate a formal review and transition plan to amalgamate the municipalities of Halton Region into one cohesive City of Halton.
