Allow Bird Scooters to Operate in Cleveland

The Issue

Bird Scooters have recently been banned in the City of Cleveland.  This is a small-minded decision that echoes the opinions of a an administration that does not want to do the tough work of finding a long-term solution to the safety concerns raised by the scooters.  As a downtown resident of Cleveland, this alternative mode of transportation allows me to get around to local businesses more easily.  With the growing traffic issues in the Warehouse District and East Bank, these scooters offer a way to get more cars off the road in downtown.  Furthermore, the safety concerns that they pose are no different than bicycles, which are currently used in Cleveland.

This petition seeks to allow the Bird Scooters to operate legally in the City of Cleveland as an alternative mode of transportation.  Laws can and should be created to control the use of the birds in the city such as:

  1. Creating designated "drop zones" or areas where scooters are NOT allowed to be dropped, which can be done by creating more bike racks around the city.
  2. Ticketing anyone that uses the scooters on sidewalks in accordance with any laws that have been created for bicycles.
  3. Create more bicycle lanes throughout the city, making it safer to use all alternative modes of transportation (please see Bird Scooters proposal in other cities for this: https://www.curbed.com/2018/8/2/17641604/bird-scooter-safety-bike-lane

There must be a safe and effective solution for allowing the use of the scooters and the City of Cleveland should be able to find it.
