Bill Penner, the current animal control officer, is, himself, out of control. He has been caught many time coercing animals outside of their yards just to take them in. He has even trespasses to take in animals that were otherwise fine.

Bill Penner is an absolute nuisance to the city of chanute and is not worth whatever taxpayer money goes into his pocket. 

The people of the city of chanute should not have to live fear of our dogs being stolen out of our yards. Its absolutely ridiculous that pet owners have to endure fear and harrassment by a mad man who is paid to be the neighborhood annoyance. 

It's about time we can Bill Penner!
