Billings is the only city in Montana that has made rats illegal to own as pets. And the law is.... Sec. 4-304. - Raising rats. It is unlawful for any person to sell, offer for sale, harbor, raise or give away rats as pets, toys, premiums, novelties, or for any other purpose except as feed for reptiles or birds of prey or both, or as hereinafter set forth; or to bring or transport the same into the city. This section shall not be construed to prohibit the keeping of rats in proper facilities by people engaged in a legitimate scientific research project or educational programs. (Code 1967, § 8.04.090; Ord. No. 90-4829, § 1, 5-7-90) Fine is $500.00 if caught, that's down right outragious and wrong. I find this law to be unfair, unjust and hypocritical. Due to the fact that it is perfectly legal to own other rodents/small animals such as mice, gerbils, hamsters, Guinea pigs, Rabbits, ferrets and sugar gliders. Yet it's legal to own a rat for the soul purposes of breeding exotic animal food or scientific experiment. This law was in acted due to an overreaction to a mentally Ill person who hoarded "Wild Sewer Rats". These Wild Sewer Rats are as different from "Fancy Pet Rats" as a "feral dog pack" is to your pet dog. Fancy Rats are incredible pets they are so intelligent, clean, loving, friendly & playful. They love their humans and mates. They all have different personalities, if you own or have owned one in the past you know what I am saying. They are easy to care for and are good first pets. I personally couldn't see my life without one. So please help change this law for the Citizens of Billings and most of all the Fancy Rats who would love to have a loving home instead of being lunch.
