Draft an ordinance to ban tethering in Newport News

The Issue

Newport News is one of the last cities in Hampton Roads to BAN tethering. We want a zero tolerance ban in place to free the dogs of Newport News! Right now dogs in the city are spending their whole lives chained to a tree 24/7. Winter is coming and we want this to happen now!

The CDC, The American Veterinary Medical Association, The USDA have all agreed that tethering a dog is an inhumane practice. Dogs that are chained are more agressive and more likely to attack compared to untethered dogs.

Newport News is sitting on its hands after being asked by many different organizations to draft an ordinance to ban tethering. We can't help but WHY?

Politics have no place in regards to the compassionate and the ethical treatment of animals. This is a logical request. Draft an ordinance to save the dogs from spending another winter tied to a tree.
