Citizens’ Proclamation Opposing the Proposed Green Hill Road & the huge Maco Development

 

Winnabow, North Carolina

Whereas, the community of Winnabow, North Carolina, is a historically rural and culturally rich area, home to generations of families, farmers, and land stewards, including Native American heritage that remains a vital part of our community identity;

Whereas, the proposed large-scale housing developments along Green Hill Road threatens to irreversibly change the character and culture of our rural community, replacing natural landscapes with dense construction and putting long-standing residents at risk of displacement, flooding, and diminished quality of life;

Whereas, residents living in and around the proposed development area already face drainage and flooding challenges, which have worsened across Brunswick County as wetlands are filled in to make way for high-volume developments, often without adequate planning or mitigation — and similar outcomes are likely if this project proceeds;

Whereas, such developments place an increasing financial and operational burden on local fire departments and first responders, many of which are already stretched thin across our growing county, and are being asked to cover more homes, more traffic, and more emergencies without additional support or resources;

Whereas, there has been insufficient public input and lack of transparency from developers and planning agencies, including the absence of accessible environmental impact studies, floodplain analyses, infrastructure strain evaluations, and public safety assessments related to this proposal;

Whereas, we recognize that sustainable growth is possible — but it must be guided by smart planning, community involvement, and the protection of ecosystems, open spaces, and the people who already call this place home;

Now, therefore, we, the undersigned residents and concerned citizens of Winnabow and the surrounding areas, do hereby declare our firm opposition to the Green Hill Road & Maco development as currently proposed.

We call on Brunswick County officials, planning boards, and regulatory agencies to:

 • Immediately halt all approvals, permits, rezonings, or site plans related to the Green Hill Road & the Maco project until comprehensive and independent reviews are conducted, including environmental, flooding, traffic, infrastructure, and emergency services impacts — and those reviews are made fully available to the public;

 • Recognize and preserve the rural heritage, cultural significance, and Native American history embedded in this land and our community;

 • Respect the voices of residents — including those who would be directly affected by increased flooding, property devaluation, traffic congestion, and reduced emergency response times;

 • Support development alternatives that protect wetlands, minimize ecological disruption, and focus on infrastructure investment in existing areas before expanding into vulnerable rural zones.

Let this proclamation serve as a collective statement of unity:

We are not opposed to growth — we are opposed to irresponsible development that puts our families, our first responders, and our land at risk. We stand for smart planning, rural protection, and a future that respects both people and place.
