Kailua Beach Park is a community resource shared by Oahu residents and visitors. Families and individuals use Kailua Beach Park as one of many entrances to Kailua Bay to enjoy water activities such as swimming, free diving, bodyboarding, stand up paddling, kayaking, canoe paddling, fishing, windsurfing, kitesurfing, prone surfing, wing foiling, sailing, and the beach for sunbathing, picnicking, walking, running, yoga, sand games, as well as sunrise and moon rise viewing. DLNR has designated specific use access points for swimming, kayaking, boat operation, and wind operated vessels. However, there is remarkable public confusion about how the public is to effectively share this resource.

Responsible signage is needed to help everyone understand the appropriate and safe place to traverse the beach. Unattended chairs, umbrellas, tents, sandcastles, water sport vessels, and wind sport vessels can interfere with lifeguard and police vehicles and ingressing and egressing vessels.

The City and County of Honolulu would reduce confusion and conflict for public usage while promoting safety and supporting Aloha by properly placing clears signs for thousands of visitors at Kailua Beach Park.
