Fire and Fine Agent Thomas DeStefano (Palo Alto Police Department)

The Issue

The unchecked use of excessive force by police can be curbed by setting precedent. Sign now to prompt the Palo Alto Police Department to actively disincentivize officers from repeatedly abusing their power.

Agent Thomas Alan DeStefano, who is still employed with the city’s police department, has a history of allegedly using excessive force during arrests.

- 2013, DeStefano was named in a federal lawsuit as one of the police officers who unlawfully arrested a Los Altos man, broke his arm and deprived him of medical care. The city of Palo Alto paid $250,000 of taxpayer money to then settle the suit. https://www.paloaltoonline.com/news/2016/02/17/palo-alto-settles-suit-after-allegations-of-excessive-force

- 2018, DeStefano named again as a participant in a blatantly homophobic show of excessive force during a ruled unlawful arrest. This suit was tentatively settled by the city for $572,500 of taxpayer money. Video surveillance of the arrest here: https://www.youtube.com/watch?v=mCSIZqCcChA

If a settlement is reached in a case where the "preponderance of evidence" standard used to terminate officers accused of wrongdoing is met, the accused officer(s) must be required to pay the agreed amount from their own pension fund.
