The Issue

Everyone today is aware of the trauma experienced by the people in India due to the COVID-19 disease infections and deaths. The situation is made worse due to shortage of oxygen, doctors etc.

However, people are also dying today because of being unable to pay star-studded sky-high rates of hospitals to treat themselves. And those who will pay are going to bear the future burden of financial bankruptcy due to the heavy cost of COVID-19 treatment. Everyone in India both the poor and the rich have equal 'Right to Live' and the government should ensure that the people of this country get the treatment without bias.

Think of this: A resident of Hyderabad Metro earns 40,000 to 50,000 monthly and has a percentage spend according to the Metro cost of living. However, a rural poor or the daily wage worker gets paid only 10,000 to a maximum of 15,000 and has to make ends meet with that amount every month. 

When it comes to health, the daily wage worker and the middle class and the rich and the uber-rich, all face the same charges in the private hospitals. How is it possible for the poor to survive? Is it only if you are rich, that you can survive in Telangana?

The Hon'ble High Court of Telangana has already given orders to the government on 5th of May. As of creating this petition, it has already been 10 days and there is no sign of any action from the government.

It is not even about Aarogya Sree. It is only to fix the rates of various services. But this seems impossible for the government to do. The poor are dying on the streets as the treatments are not affordable. 10 days is a long period in this COVID-19 second wave.

This is not the first time that the court had to intervene.

As per this news article from the Indian Express,

"This June 15 [2020] government order (GO no. 248) also fixed the ceiling on rates chargeable by private hospitals. In a new order issued this week, with hospitals still not being open about how they are charging Covid-19 patients, the state detected that these rates be displayed prominently for the benefit of patients." 

The G.O. 248 is for Health Medical and Family Welfare Department-COVID-19-Fixation of ceiling on rates chargeable by Private Hospitals and Private Laboratories for treatment and testing-Orders - Issued. Refer: Welcome to Telangana Government Order Issue Register

The government has to take the second wave into consideration and must issue a revised G.O.

It seems like the Government of Telangana does not seem to understand the pain of the poor due to the greedy investor-led hospitals who are fleecing the common man. This apathy is now reaching to the level of the Central government's mismanagement of the crisis.

Though our government has claimed to be ahead of states in this country in development, when it comes to health and welfare, it is a shame that we are behind other states and allowing our people to suffer.

We the people of Telangana request the the CMO and the Health Ministry to take this matter into cognizance and give an order regulating the hospital rates and also to display the rates in English and Telugu and Hindi outside the hospitals and also give to the patients when they register or get admitted to the hospital. This must take into consideration both self-paying and insurance based payments.

If insurance and government payments are not capped, the bills goes beyond and as more than one person in a family is being treated, the insurance amount is never enough for the greedy hospital managements.

I appeal to each and everyone to please sign this petition and share it until the government makes sure that this is acted upon immediately.
