Dear brothers and sisters of Garo Hills,

Winter Capital is a right which was promised to the people in Garo Hills by the Fathers of the Meghalaya Statehood and when the state of Meghalaya was carved. To reduce the problems of logistics, time, money and energy and to redress the grievances of the people of Garo Hills, it was decided then to have a Winter Session in Garo Hills with all the additional offices that is required to be established in Tura such as Additional Secretariat, Governor's House, Winter Assembly Hall, Joint Directorate Offices of all the departments. However, the promise and the implementation was lacking even after the statehood of 50 years. The execution of the matter needs to speed up and there is a need to raise our voice and make our children know of their birthright about the winter capital. Successive governments had failed to deliver and the Winter Capital in Tura seems a distant dream. The idea of setting up of Winter Assembly in Tura is related to good governance which our forefathers has envisioned beforehand since the development in democratic lies in the decentralization and devolution of power. Our forefathers has envisioned that our state would excel in development if the state would have two capitals- the Summer Capital in Shillong and Winter Capital in Tura. Dear brothers and sisters we need to stir up our people to realised this dream that our forefathers have laid as foundations. Let us join hands for our better tomorrow.
