Drive to IT hub of Maharashtra - Hinjewadi - a worst nightmare.
The Issue
Fadnavis Ji/ Nitin Ji/ Shinde Ji,
I have been commuting to Hinjewadi IT park since past 10 years. Year on Year the condition of road and traffic situation of road has been deteriorating. Despite numerous assurance by the administration and Politicians work does not seam to be moving at the pace that it should and also the work that is done is a extremely poor quality and half done.
Before initiating this petition I was planning to initiate RTI to know how is responsible for this condition. My initial investigation reviled couple of things which made me change my mind
1. The area is under multiple jurisdiction (PCMC, Gram panchayat, MIDC, PWD and road transport ministry) and so work contracts are being assigned by different authorities
2. There are 100 of different contractors and sub contractors involved.
3. Certain area are “No Mans land”. No authority wants to take care of certain sections of road.
In view of above, I though it would be better to see how we can make things better for future instead of spending time is fixing accountability for past through RTI and other mechanisms.
Before I get into details of the current situation I would like to share with you what we as a group of IT professionals commuting to Hinjewadi IT park contribute to state and center exchequer.
What we bring to table
Pune is considered as IT capital of India. Based on some government reports the software export from Pune is approximately 40000 Cr. Rajiv Gandhi Infotech park @ Hinjewadi being the largest IT hub surly generates more than 50% Pune software exports. Considering 30% to 35% as salary expenses in IT industry that means a annual income of approximately 7000 Cr. being generated from Rajiv Gandhi Infotech park.
Now consider and average of 15% as Income tax (1050 Cr.) and about 30% of income being spent on items that attract VAT and Service tax - both state and center are earning more then 1000 Cr. each only as direct and indirect taxes for employees. Apart from this there are taxes being paid for corporate and direct indirect taxes being paid by the ecosystem that exist because of Hinjewadi IT hub.
Details of current situation
Hinjewadi IT park has 4 entry roads and each road is competing with each other for the worst road title. It is said that pictures speak a thousand words. I have taken photographs of only one entry road and am sharing them with you for you along with this petition. The Picture are just for a 8-9 Kms stretch. Situation on other entry points is no different
1. Road are digged across and repaired with very poor quality. This is leading to slow moving traffic and accidents
2. Digging on side of roads is not repaired making one lane unusable. This is leading to traffic congestion.
3. Footpaths (or to better put it so called footpaths) is pathetic condition. Thus people have to walk on the road adding to traffic congestion.
4. Manhole covers are either damaged or are not leveled as per road. They create situations very similar to potholes and lead to accidents and slow moving traffic
5. Multi layered roads - road resurfacing is done partially which leads to multi layered road causing huge risk to two wheeler and leading to many accidents
Multi Layered roads - a new standard
6. Potholes - are not repaired for years. Recently there has been some work, but the quality of work is such that before repair vechiel used to bump in potholes now they bump on patches.
7. Road safety - on NH4 just before taking turn for Hinjewadi there is bridge on Mula river. Barricade on side of bridge are broken and not repaired or pathetically repaired.
Road safety on Mula river bridge
8. Street lighting - more than 40% street lights are not operational in the area. Instead of repairing existing lights recently a lot of money has been wasted in erecting new street light poles exactly next to the new once. Even lights on new poles are not operational and digging done for this work is nor repaired.
Apart from the conditions of road, traffic management and public transport is a are worth looking at.
PMPML for years has been saying the bus service to Hinjewadi is not viable but now private players have got into this route and are minting money. I strongly believe if frequency/ routes of PMPML buses and the ride quality is improved routes to Hinjewadi will be viable and profitable. We should also be looking at 3rd route for Pune metro to Hinjewadi. A rough estimate of number of vehicles entering Hinjewadi every day is more then 2 Lakhs and there are more then 3 Lakh people (IT and Non IT) working out of the three phases of Infotech park.
As part of this petition I have 2 request
1) Ministers and IAS officers in-charge of roads in and around Hinjewadi including the NH4 stretch - be my pillion rider for an hour and I am sure you will need bed rest for a day.
2) Please put in focused effort to resolve road and traffic issue in Hinjewadi
I am sure if genuine effort is put you and your team can make a difference and make Rajiv Gandhi Infotech park a better place work commute and work.
