Merit(De) oriented admission to MBBS in private medical colleges of Kerala, India
The Issue
I am Dr G Kishore and working as Deputy General Manager in National Dairy Development at Anand, Gujarat.
My daughter Greeshma G Kishore, participated in the medical counselling conducted by the Commissioner of Entrance Exams (CEE) Kerala and was allotted admission for BDS in Sri Sankara Dental College, Varkala under State Merit quota as a general category candidate after the 6th round of counselling. We were to pay the fees at a bank designated by the CEE and secure admission at the college before 15th of Septemebr 2015. We completed all the required formalities and secured the admission. Subsequent to that another round of counseling (7th round) was also held. However, Greeshma could not get any upgradation.
On 25th of September 2015, we saw 2 advertisements in one of the prominent dailies of Kerala viz, Mathrubhoomi regarding admission to MBBS course in 2 private medical colleges viz, Malabar medical college and Al Azhar medical college. Both the advertisements stated that applications are invited and that the last date is 5.00 PM on 27th Sept 2015. Both the ads also specified that the applicant should be KEAM (Kerala medical entrance) qualified. However, there were no mention about the Commissioner of Entrance Exams (CEE) or the Kerala Government. As we noted that the ads were not very prominent and were given on short notice, it added to our suspicion that the intention or motive of the institutions are not good towards the meritorious students. I informed about this to the CEE at ceekinfo@cee.kerala.gov.in on 25th itself and informed that during earlier counselling processes, both these colleges were not included and hence the eligible students were not given opportunity to give option for these colleges. This amounts to clear injustice and if these two medical colleges would have given their respective state quota to CEE, many students including my daughter would have been eligible for up-gradation of their choices; may be we might have got an up-gradation to a Govt. dental college.
It may be noted that during the last and the final counseling process conducted by the CEE, both these colleges were not included and hence the eligible students were not given opportunity to give option for these colleges.
on 26th September 2015, there was a news item in the same daily, "Matrubhoomi", regarding filling of options and counseling for admission in these two medical colleges. The same notification was available at the site of CEE website also. However, when we tried to login and register our options, the facility to register our options was not available/ activated in our candidate portal.
When we contacted the help desk of the CEE, I was informed that this "option registration" option is not available to the candidates who have already taken admission in any of the Government/ self financed medical or dental colleges. I was also informed that since my daughter has already taken admission to the BDS course in Sri Sankara Dental college under State Merit quota, and paid the required fees to the Bank in favour of the CEE,, she is not eligible to register her options for admission/ upgradation to any of these newly added medical colleges. We also received a reply from CEE's office that "This being a vacancy filling allotment, allotments which will create vacant seats (which cannot be filled up by the CEE) are not permissible in this phase. Seats such as the one you are occupying now will lose the 'Govt. status' if they are vacated now and thereby become unavailable for allotment by the CEE. The very definition of vacancy filling makes it clear that what you are requesting is prohibited in this phase. The concept of 'vacancy filling' is based on the schedule for allotments approved by the Hon'ble Supreme Court of India, according to which only the first three phases are full-fledged mandatory counselling phases in which candidates can get the course of the highest preference they can attain based on their rank and eligible reservations. Any allotment beyond the third phase should be conducted only for filling the vacant seats.
To this my concerns are as follows;
· Why these colleges never participated in the counseling process by the CEE (was there a deliberate attempt to delay all the processes)?.
· Why such a thing has happened and why the students with higher merit were denied a chance to participate in the counseling and admission in these colleges?
· Was there a systemic failure? as studenets were not responsible for such a situation.
· By adopting this (you may call by various names as vacancy filling. CEE filling etc), students with lower merit would get chance to get admission to MBBS and the ones with higher merit would be denied.
· Is this is the way of punishing those students who had secured admission to other courses though CEE counseling? Does that mean that these students have committed some sin by participating in the counseling process?
· Because by this process these meritorious students are denied a chance to participate in the vacancy filling process.
· Why not give chance to all eligible students to participate further and conduct a vacancy filling exercise subsequently.
I am not sure, whether my daughter would make it to securing admission to MBBS in any of these colleges during this year. Also, according to the version received from the office of the CEE, our hope for getting any up gradation to any of the new colleges has also vanished. We were hopeful that, if some students with higher ranks get admission to these medical institutions, my daughter might get an admission in any of the Government BDS college.
Setting aside any personal motive in this case, this is a gross injustice to the aspiring and meritorious students. Through this process, it would happen that students who could not secure admission through KEAM 2015 counseling process till date, would get admission to medical colleges and the ones who have secured admission to BDS (either in Government/ private colleges) and paid the required fees would not get an opportunity. Under such circumstances, the sanctity of the rank list of the medical entrance exam and admissions based on this rank list would be questioned and the sanctity of the medical education itself would be questioned.
All these have happened due to the slower processes and unnecessary delays at different levels. Ultimately, the aspirations of the students are getting wounded. I am not sure whether any person or group is after sabotaging the good intentions of the government/ not. But what is happening is not justice.
I am also worried to note that every system and machinery operating in the state, who are responsible to deliver justice to the citizens are silent on this.
I kindly request you to intervene and ensure that the justice is deliverted to the meritorious students of Kerala.
