My father Mohammad Ismail, aged 80 years had entered into an agreement for purchase of a flat at H.No.22, Rd No.4, Line No.7, B Block, Dhatkidih, Bistupur, Jamshedpur, East Singhbhum, Jharkhand for an amount of Rs.31 Lakhs on 23rd March 2013, with a local builder Mr. Ghulam Najmuddin Khan, resident of H.No.10, B Block, Line No.5, Road No.3, Dhatkidih, PO & PS Bistupur, Jamshedpur, District East Singhbhum, Jharkhand.

In the year 2013 itself, an advance amount of Rs.16 Lakhs had been paid to the builder and the balance amount was not been paid as the builder refused to acknowledge receipt of the remaining amount due to halt in the construction of the flat put promised to resume work as soon as possible and then would accept the balance payments.

The builder deliberately delayed the construction of the flat, and now charging exorbitant amounts, threatening the buyer and refusing to hand over the flat.  The builder has deliberately sneaked in the apartments, occupants illegally and avoiding any communication with my father regarding the hand over of the flat.

I had approached the Police, the Local administration and also logged complaint on Centralized Public Grievance Redress And Monitoring System which has been delegated to State Government and then the local administration since more than 2 months back yet any positive response is awaited.

Considering my father's age, his stress and concern, I am forced to write this petition to attract positive response from concerned authorities for prompt redressal of my father's case.
