The Issue

Government Medical College & Hospital (GMCH) Srinagar/Jammu and SKIMS Medical College & Hospital, Srinagar are tertiary care center located in J&K State. GMCH Srinagar is located at the heart of Srinagar city and offers the first point of contact for the majority of patients not just from the district but from the entire Kashmir valley. Similarly GMCH Jammu offers the first point of contact for majority of patients from Jammu. Despite the fact that GMCH Srinagar/Jammu caters to the majority of patient chunk from the state, there is a huge disparity in the stipend being paid to the Junior resident/PG scholar and Senior Resident Doctors as compared to that being paid to the Resident doctors from SKIMS, Srinagar. The resident doctors from GMCH Srinagar/Jammu are being paid half of what is being paid to resident doctors from SKIMS This is in clear contradiction to the guidelines of the Honourable Supreme Court which has stated 'equal pay for equal work and grade' as a law on multiple occasions. This is also against the guidelines of Medical Council of India (MCI) which states in clause 13.3 that the stipend being paid to PG Scholars in a state will be at par immaterial of the fact whether the center is state or center sponsored. We urge the government through this petition to resolve this issue and not to push us to the edge.
