Subject: Urgent intervention against and review of appointment of Prof. Ishwara Bhat as the new VC of CNLU, Patna.
We introduce ourselves as the students of the Chanakya National Law University (CNLU), Patna. Out of immense concern for our beloved varsity, we request you to intervene on a matter of serious urgency and concern. It may be brought to your kind notice that Prof. Ishwar Bhat, ex-VC, WBNUJS, has been approved by the search committee for the position of Vice Chancellor of Chanakya National Law University, Patna.
Although there is a plethora of compelling reasons for us to seek your intervention, we seek to bring to your notice the most important ones. It would pertinent to note that Prof. Bhat has had two no-confidence petitions against him by Student Juridical Association, NUJS during his six year stint there. Prof. Bhat's style of administering affairs at NUJS included problems under heads such as transparency, academics, infrastructure, health and hygiene, financial embezzlement, curbing student liberties out of retribution, etc.
The following allegations were made against him:
- Arbitrariness in Appointments of Faculty: We attach a list of faculty members that had effectively left the NUJS, Kolkata during his tenure (including those on leave) and this list available at http://bit.ly/1dCZGuJ . His tenure was marred by nepotism, wherein he appointed two of his former PhD. students to the position of Assistant Professor and Associate Professor.
- Sexual Harassment: His inaction against allegations of sexual harassment by a female employee, VC was soft on the complainant, although she had verbally complained 4 times to the VC. This was also documented in a recent media report in India Today available at http://bit.ly/19f9oaK
- Corruption: Also, Prof. Bhat had neither moved to terminate nor to renegotiate the terms of a illegally awarded contract, for at least twice the market price for its products, according to the report prepared by retired Calcutta high court judge Justice P.N. Following these, a Review Commission was appointed under Section 14 of the WBNUJS Act, 1999, signed off by TS Thakur, the then Chief Justice of India, the report of which is still due.
In light of all these, we implore you to deal with this on a most urgent basis and as a matter of utmost importance, and urge you to put a stay on the appointment of Prof. Ishwara Bhat as the VC, CNLU until the Review Commission submits its report. This would ensure that the sanctity and image of CNLU as a National Law University remains intact and the rights and interests of its students are safeguarded.
