Stop Corruption in Indian Department of Post

The Issue

It is noted that the Regd.A /D cards in respect of legal Notices served on parties by Regd.A /D post are not being returned to the courts concerned and due to this the cases are being adjourned for even 9-12 months.  Lot of time of the complainant and the judges is thus  wasted and cases are mounting . However, the web site of the India Post shows in its tracking report that the Notices have been delivered!

 Yet, this tracking report is not being taken as legal proof of delivery of the Notices.This stand is not logical.The tracking system is  installed on the web by the Ministry of Communication and IT, Government of India. Hence, the tracking report must be taken as a legal document and proof of the status of delivery.

Alternatively, the courts should write to the Head of the post office in the city / locality from where the Notice was served to confirm whether the Notice has been served or not. This letter may be sent after a waiting time of 7 days for local notices and 10-15 days for Notices sent outstation. This the best way to beat the corrupt practice that has been existing in our postal system since independence.

What is actually happening is that many parties are paying "tips"to postmen and destroying the Regd. A/D cards which they are supposed to return to the sender / courts concerned. Many complaints have been made to the Sr. Supdt. of Post Office in Visakhapatnam, and also to the P.M.O.  but the same standard reply is sent that the postmen have been instructed to deliver the A/D cards! No body seems to be interested in curbing the malpractice. Justice may be delivered faster with less cost and harassment of the complainants if the simple suggestion given above is implemented.
