My dog, Ellie, was the victim of sexual and physical assault by a 13 year old boy. After calling the police and attempting to have charges pressed on the boy, he ended up having nothing done. no time in jail, no fines, from what i could see, no punishment at all whatsoever. I believe that he was able to get away with his crime purely off the basis that because he’s a minor that the justice system is choosing not to do anything about it because he did not physically harm a human being. Minors are tried as adults all the time when they commit heinous acts that are considered felonies and considering that PACT (Preventing Animal Cruelty and Torture) act was recently passed, you would think that there would be at least something done about this situation. Under the PACT act, animal cruelty which includes but is not limited to the harming, stabbing, wounding, abusing, crushing, killing, etc. of animals is a felony. I am starting this petition in order to
1. Bring light to the situation that happened with my dog in hopes that at least some awareness can be brought to the public to be more careful with who you trust with your pets

2. Hopefully to try to have some kind of reform for how minors are treated with the justice system, at least have some kind of psychiatric evaluation to decide with rulings

3. To be able spread awareness of the long term dangers of violent and psychopathic tendencies during adolescence
