People who neglect and abuse animals are allowed to repeatedly own animals and it keeps the abuse going. It needs to be stopped. A registry would keep track of such offenders and make it punishable by fines or jail time if caught ever owning an animal after being "registered" an animal abuser. It woud also create a viable data base for shelters, fosters, breeders, re-homers, and owners to know if who is adopting or buying hasnt neglected or abused before. It may not stop first time offenders, but surely it would stop the chain of abuse.
