The First Step Act would create and reinforce these policies:

• Apply the Fair Sentencing Act retroactively, which would continue the reduction of the racial disparity for prisoners convicted of cocaine offenses.
• Curb mandatory minimum sentences for people with limited/no criminal history.
• Reinforce existing policies such as free tampons and pads for women, banning the use of shackles on pregnant women, and ensuring prisoners are within 500 miles of their families.
• Creates an Earned time Credit system which allows prisoners to serve a portion of their sentence in halfway homes, home arrest, or community supervision if they participate in rehabilitative programs.
• Expands eligibility for elderly and terminally ill prisoners for compassionate release from prison.
