Charge money (10 Baht) for plastic bags and plastic straws at major convenience and grocery stores on Koh Samui. Including 7-Eleven, Family Mart, Tesco Lotus, and Big C.  The idea is to get people to bring they're own bags and reduce the number of plastic bags on Koh Samui.  Revenue could be used for waste management and possibly a new incinerator which hasn't worked in over 8 years.
